No. It was 10 miles into town. Adam could possibly made the trip and returned with help. He was afraid and that clouded his judgement.
Olivia wanted the job finished but she did say, I've been shown what happened and this isn't it. It would be interesting to know what she was shown.

Yes. Adam took the action he did selfishly and probably from cowardice; however it was most likely too late for Olivia anyway. The occurrence ended their protest and sent them back to mainstream life. For the most part they led guilt ridden, but successful lives until yet again some of them were betrayed again.
Maybe the idea is that when you join a protest you must be prepared to be betrayed. Not all participants have the same goals, commitments and sense of fairnes.

This is the situation that haunted Douglas for all those years. And Mimi too. Adam wasn't really one of them. I think he hung around because of Olivia. I'm really surprised that he came back at all. I kept thinking someone would see the fire and come investigate it and help them.

Yes, I think Adam made the right decision. It was too late for Olivia, but not so for the others. They were given another chance at life and the ability to choose a path to pursue in spite of what the future might hold for them.
