This is believed to be an old Hebrew proverb - its first known use was by Rabbi Phinehas ben-Yair sometime in the late 2nd century.
In The Advancement of Learning (1605) Francis Bacon wrote "Cleanliness of body was ever deemed to proceed from a due reverance to God".
In the late 18th Century John Wesley told his congregation that 'Cleanliness is indeed, next to godliness'.
