If she had turned herself in she would have needed protection and she had already been failed in that regard. I think she was doing what she had to do to survive.

I think she would have been in danger if she went back to California. The police couldn't put her in a witness protection program and she would have been hunted down and killed by the drug people. I think that Eva meant well with the advice but I don't think she was totally aware of how cruel Dex could be.

I don't think the outcome of that would've been good. The drug trade is a dangerous one with evil people involved in it. Liz was well meaning, but she was not giving good advice. I feel that Eva did the only thing that she could do.
