I think the guilt ate away at him. Yes, I think he was the best dad he knew how to be to Lucy. That said, he could have been a lot better if his circumstances were different.

After Lila disappeared Carl buried himself in his grief. This was quite understandable as he really loved Lila and for quite a while Birdie took care of Lucy. When he came back to reality he was a very good father watching over her schooling, saving money for her college, giving her a curfew and having Birdie look after her when work took him away for days at a time.

He was as good as he was capable of at the time. Was he happy about it? No if he didn't feel some guilt why did he drink and become someone closer in personality to Crete?

Carl and Crete were brothers, but totally different in every way. Crete was evil, while Carl was basically a good man. Carl truly loved Lila and could not get past her disappearance. He also loved Lucy, although his grief kept him from being a real father for a long while. His loss put him on a path unfamiliar to him.
