Agent Kaiser seems to have a larger view, encompassing all of American society, while the other two are motivated to action more by a personal story that intertwines with Southern politics.

Agent Kaiser seems to mainly want to redeem the bureau for their past inability or lack of interest in solving the murders surrounding the deaths in Natchez. Penn on the other hand wants to bring to justice those responsible for the horrific crimes committed. I believe Tom wants to atone for any part he played and be absolved of any wrong doing.

Agent Kaiser is more noble in his approach to right wrongs of the past. Penn and Tom are dealing with the same facts on a more personal. level.

Kaiser definitely is more noble in his approach. He seeks truth, both for its' own sake and to redeem the FBI, who failed so badly during the sixties. In doing so he hopes to expose and bring to justice the murderers. Penn on the other hand wants nothing more than to find and save his father, a highly personal aim but certainly understandable. Tom's goals have yet to be made clear. I am hoping that in the process of becoming clear, his wife will be protected from knowledge of Tom's unfaithfulness so many years before.

Their goals are different but honest. The agent is interested in solving the old murders and clearing the memories of time past. Of course atom is worried about his father's involvement with people of the time and worried about what effect this will have on his family and memories of it in the town.

Kaiser is more focused on the Kennedy Assassination, Penn is out to get the Knox family and Tom is trying to survive but then realizes he has to come clean to end the madness.

Agent Kaiser wants to solve the mystery of who killed the JFK. For Penn and Tom their goals are more personal. People they have known have been killed and they have seen the effects on their community. It's more of a personal goal.

Agent Kaiser is looking at the assassinations of JFK, RFK and MLK. Penn wants to save his dad and Tom wants to atone for his part in past crimes and the damage done to others.

I agree with all of the above. Keiser definitely was more interested in solving a case of national significance rather than blame or absolve one individual.
