Desperation gives people strength and blinders to pursue what they perceive to be a better chance for themselves and their families. Imagination the bravery it takes to travel to an unknown country, start a new life, and then be thrown out...only to try again. How bad it must be where they are.

Living in a third world county where terrorism is a daily stressor would give a person the latitude to make decisions contrary to their laws or borders. Safety and freedom are much bigger rewards than being lawful or staying within a border.
