He was trying to remember the pain so that he could properly prepare himself for the parole board hearing. By feeling that pain, Wes could convince himself that he needed to go forward and say the right words to be convincing.

It gave him control...albeit in a self destructive way...of a situation in which he had no control.

He was in so much emotional pain from his wife's death and the lose of his music that he had forgotten the physical pain of his torture.

I think that he felt physical pain would help him forget the emotional pain

I think he wanted to remember how bad the physical pain was before he went into the hearing.
