I think that Joe believes that he cannot rely on his emotions, but facts are irrefutable. I think BOTH matter, it really depends on the circumstances.

In a way, I think that Joe made his decisions based on emotions, the primary one being his feelings around his relationship with his long time friend. His relationship with October was an emotional struggle for him because of his strong attachment to the friend.
Personally, I rely on a combination of fact and emotion, with emotion having a strong influence based on the relationship.

I'm definitely more of a fact-based person and try to separate my emotions from decisions. The thing is, I don't think Joe fits that category. I think he makes decisions based on what's easiest for him, not necessarily either fact-based or emotion-based. I'd argue that by the end of the book he's making decisions entirely on emotion.

I agree with kimk. Joe is not really a fact-based person, but makes decisions based on what is easiest for him, until the end of the book, making him the only person who actually changes.

Maybe Joe thinks facts matter more than emotions but he mostly makes decisions based on emotion. Maybe that is why he thinks facts are more important because he is more emotional and he does not really value himself as a person. Like most people, I value both.
